Beyonce: One of the World's Smallest Dogs

Beyonce is a very small puppy that visited the "Anderson" studio, so small that her keeper, Beth, from the Grace Foundation, says she may be one of the world's smallest. Beyonce, a 3-week-old rescue dog who Beth thinks is a Dachshund, Chihuahua and Mini Pinscher mix, is smaller than an iPhone.

"Beyonce's mom actually came from the shelter. She was slated for euthanasia with her puppies," Beth says. Beyonce was the last one to come out and she wasn't breathing… and she survived."

Beth says Beyonce is a "survivor," hence her name.

I don't understand why this puppy would be considered the world's smallest dog. It is a PUPPY. It will grow. Using this standard, maybe the world's smallest dog is a newborn Chihuahua "runt." Please explain!
